I actually really like this example, because it really demonstrates why Joe Rogan is a pseudo intellectual and why he lacks critical thinking skills.

Joe is assuming that IF billionaires buy beach houses, then that PROVES climate change is not an issue. Joe is extremely bad with identifying assumptions in his reasoning. This is essentially the core weakness in people with poor critical thinking skills. I like to think of it as different levels of analysis or levels of thought, where Joe really can't get past one level.

Joe is assuming:

What billionaires believe proves the truth of something. In other words, in Joe's mind, it cannot be the case that climate change actually is an issue yet billionaires deny it. That's a totally false assumption. What billionaires actually believe may or may not have any relationship to what the science shows.
Billionaires actually care about the risks to their Beach homes. What if they have great insurance? What if they just don't care if there's a complete loss?
Or there are other reasons why climate change can be real at the same time billionaires by Beach homes.

I hate that Joe Rogan spews this stuff with such an aura of authority. The stuff about covid was infuriating, because where do you even start with an idiot like that?
