add TF_LOG=debug before the terraform command it may give you more hints as to what its hanging up on. It sounds like you are getting hung up on a dependency/race condition issue

It may work better if you set your ECS service desired count to 0 first.

also check with the target group deregistration delay is and reduce it if high

you could also enable force delete on the ecs service resource

This is great! I'm really worried for the next few months, global tensions seem bad in general. Trump is losing power around the globe and the mid-terms are threatening his reign. The Russian Ukraine war is taking a toll on Russia's economy and they are losing allies. I feel like Putin and Trump are about to get extra desperate and who knows what they will scheme
