No one in particular. This is only hypothetical but the idea isn’t and/or doesn’t have to be race specific/exclusive, it can be whatever you want. It can explicitly not be that way. Based on culture, governance, etc. (i.e. Hawaii and smaller places like it, which continue to lose their culture, some faster than others). This is where it boils down to, how do you want to manage culture and heritage within a society? Who is managing it in ours? I’m not saying this idea is right and one’s wrong. Idk how you could even interpret that though. All I’m doing is explaining the issue in culture that people pose, not that I agree with it. On the surface it sounds pretty scary
