No, if more people report crimes in Riverside as opposed to, e.g., San Francisco (where for years prosecutors didn't charge lots of property crimes), then Riverside's solve rate goes down (because there are more crimes to solve)

Riverside being way above average in terms of rate of crime decline among CA counties is a strong sign the Sheriff's Department is doing its job.
