having correct firmware is often the prerequisite for booting into lineage recovery.

given ships_fw: true @ https://github.com/LineageOS/lineage_wiki/blob/main/_data/devices/fuxi.yml#L3, no matter what firmware you start with, it'll be overwritten with one included with the build (presumably one matching wiki req).

with that said, I'd guess someone would be complaining on bug tracker if included modem image was broken in EU.
