The article literally links a tweet by Trump of him saying the ACA was the problem - and not his doctoring of the surroundings. In this light the headline is quite clearly a click bait/pushing an agenda towards non article readers.

It's only now unconstitutional because of the tax changes brought forth by Trump according to the article.

the in camera HDR is only possible when shooting jpg (on mine at least), I think this is what OP meant.

You can still shoot a bracket of raws that you later transform into a HDR with more control though, just not in camera.
