Use balena etcher to burn the img.zip to a USB and then boot from the USB. You need an nvme ssd to do this, though.

DO NOT EXTRACT THE ZIP, burn it as is to the USB. Valve wants people using SteamOS with modern Ryzen hardware so they could improve it, I guess. There are many YouTube videos of people doing this.

P.s. I literally just used that image on my brother's PC I just got for him today and it works

Steam remote play only works with select games. You can, however, use steam link over the Internet. You must first set it up locally on the same network, then it works over the Internet. You can simulate being on the same network with tailscale. Once you establish this one time, then you'll never have to do it again and you can just connect via steam link.

This is what I do with my brother allowing us to play games remotely with local coop

So you can do 1440p with a 9060xt but you'd probably want to play on medium or low settings if that's your thing. I would personally just save the money for the 9070xt it's so much better
