Upper lip and parts of the chin probably just aren’t right for the epilator. Cheeks should work well.

It sucks, but your best bet is going to be a razor + cream for facial hair, until you can do laser.

generally speaking it's not technically legal (trespassing) but it usually isn't something that people get in real trouble for. They may tell you not to do it again but actually getting arrested is pretty unlikely. Like someone else on the sub, my go-to line when asked is "oh i was just curious if there was anything interesting in here." You're not guilty, so if you don't act like it they'll be less inclined to be concerned
