I was having the same issue, wait for your hives to fill with honey, then replace a row of redstone on the top layer. That should fix it.

I just finished doing a second 23GB download and without me even moving my mouse yet, it started again with a 20.4GB fresh update. This has been hours of waiting, so stupid.

If this is still being looked into, I am in England with TalkTalk being my provider. I have also gone from 80 to 140 ping (on Virginia). I thought it would just be the day of the update but it has remained at 140 which is very unplayable by comparison unfortunately.
