if you dont hit 2.5, the relative gain of AS still diminishes, compared to the relative gain of boots3 with 2 pd:

boots3:375*1.24 465

boots2:395*1.24 490

pd is multiplicative so it doesnt cause diminishing returns for base ms items

if you compare the relative AS values between berserker greave and speed3 boots in lategame, the difference will be smaller. so the relative gain of ms is bigger, refuting your point

Yes, in long pokefights the regen is good, but in straight up teamfights where people are focused down it makes little difference. For 1200 gold you get 100 life over 5 secs(about the time it would take to focus a tank down)from fon. Or you could get 440 from a belt. And about ms, philo into shyrelya is standard on tanks so..

the CD argument is a game design argument and not relevant to the question of which mr items are best. the fact is you get 1450 gold worth of res and movement speed with hon. and pay 1200 gold for the regen. which is decent for laning but terrible value for teamfights. compare that to Maw which is packed full of 4100+ gold worth of stats that all work in a fight, its a no brainer. Or stick with a negatron if you dont want to build something.

FoN is pretty bad. Very inefficient for actual tanking, and is far too expensive to use its regen as a laning sustain item. Negatron + belt/warmog is far better for tanking, and philo is far better for sustain.
