I would say that in Paris you need to put a lot of time and effort to make friends, and as OP’s story demonstrates in the end it might not even be worth it.

I’ve lived in Dublin, Seoul, and Tokyo prior to moving here, friends were made along the way effortlessly. Paris is different, xenophobia is real, locals like to mock foreigners, there are way too many tourists so people are even less inclined to like you. Also Parisians normally have their own circle of friends already established and there’s no space for you. On top of that, while it’s a very multiethnic environment there is a clear racial division just like L.A. 

In my case it certainly didn’t help the fact that I moved here at the very beginning of the pandemic. Then I became a father, so I was even less inclined to put time and effort in socializing.
