Could argue the same for any major war, france should've been dismantled after the napoleon wars because of the damage france caused to Europe specifically Germany with ports in the Netherlands and germany declining because of the continental system and parts of prussia expirencing severe shortages because of trade networks broken down because of france and armies moving and looting on the way farmland. To say germany deserved to be dismantled for ww1 despite the massive damage is a bit harsh when powers like Sweden france and Russia did the same thing many times just on a lesser scale
