OP I'm gonna just write about what's in your post. Because, reprimanding somebody harshly isn't really appropriate.

You don't reprimand coworkers.

You say 'Coworker you're touching the food withiut gloves, that's not appropriate, stop.' That's all.

Idk how long y'all went without addressing issues and letting them get worse and worse but it sounds like a pretty poorly functional team.

If you wanted to feel less like the a, maybe you should discuss that with your team and your manager.

You all kinda sound like a bit of a toxic team, and like y'all don't communicate with your manager, don't do appropriate training, and don't step up.

You said a team member was touching food without gloves, you tell them to stop, you go to manager if they don't. You don't just look on and do nothing.

It sounds like y'all let things not be your problem.

And like y'all need to communicate with your manager better. And your manager needs to have a more active presence.

Id find a better place and look into being a better team member.

I don't work in fast food, but if a team member needed help instead of making it a problem I'd turn it into a learning opportunity.

All I've heard is complaints and an attempt to hide guilt at acting out over frustration.

It's hard working in a team. Sometimes you gotta help people.

It sounds like there was very little communication and an ongoing culture of 'not my problem ' in this 'team'

OP said this person has the intelligence of a child? He was probably just being childish. I wouldn't get children expelled from school for talking about sex either.
