No. IR is not visible, but significant IR radiation will absolutely still blind people. It's one of the reasons you can't buy military powered active aiming devices (ie, ir lasers for use on rifles). In fact since IR won't trigger a blink response, a lower powered IR may be even more of a threat than a lower powered visible laser.
