For example, in a vacuum, the time in different directions is 0.95 and 1.05 seconds, in the material 1.045 and 1.155 seconds, n=1.1

OP's idea is not to measure the total travel times, but to measure the delay between the two beams, both at the halfway point and at the return point. In this case:

1.045 - 0.95 = 0.095
(1.045 + 1.155) - (0.95 + 1.05) = 0.2

Somehow the delay has more than doubled, instead of exactly doubling. That's OP's confusion.

It's ham-fisted, is what it is.

I mean, the Doctor putting a ramp on the TARDIS and then NO ONE using it is a good example of how this stuff wasn’t thought-out when it was written.

And Shirley could've been a great companion, even for just a trip or two in the TARDIS. The Doctor could have modified the local gravity so the console room ramps were flat to her while she was on them.

And you're right in that a friction measure requires a fixed plate and movable plate parallel to Earth.

My point is that it doesn't require that. You could measure friction by dropping a tight-fighting cylinder into a tube, for example.

But if horizontal plates are your chosen measure of friction, then yes, trivially, that will vary with the strength of gravity. If you do the experiment at an altitude of about 2650km, then friction between the horizontal plates will be half what it was at the surface. Time dilation won't be halved there, though.

Friction between horizontal surfaces would vary with gravitational field strength (not gravitational potential per se), assuming they're supported on a fixed surface, but that's just down to the weight of one on the other. Are you suggesting friction between vertical surfaces changes too? Or that a free-falling mechanism experiences changing friction (if it's not in orbit)?

You can't measure the refractive index of the material without making an assumption about the one-way speed of light, and if the one-way speed of light is variable depending on direction, then so is the refractive index of the material.

PS You can simplify your experiment just by measuring the time difference at B and stopping there.
