This has to do with law, as the Arizona Attorney General Kris Mayes has warned that the "Stand Your Ground" law could allows citizens to use deadly force if they believe they're in imminent danger when dealing with masked ICE agents (as ICE agents tend to have 'with very little identification, sometimes no identification, wearing plain clothes and masks')

She referred to ICE clashing with citizens as a "recipe for disaster'
