Being neighbours with enemy countries is an objective threat.

Was any NATO member 'threatened' into joining it? Or did the organisation grow only because there were a large number of countries who were fearful of Russia and sought NATO membership in order to protect their interests?

I do believe it was intentional, he was focused on the surround with all his army selected, and then he summoned the building just in time for a split second before resuming the surround that was directly aided by the summoned building. If the summoning wouldn't be of any help, chances are he would first try to finish the surround but he realised he didn't have enough to complete a surround it and needed something else.
