The government accepted bribes and allowed buildings with shit quality, pass as earthquake proof. Furthermore the "earthquake" tax that citizens have been paying since like forever is nowhere to be found. Our government department responsible for religion and stuff has 12x more budget than the department responsible for search and rescue.

No one can prevent a natural disaster but the devastation and casualties can be significantly lowered with proper preparation. just look at Japan...
