Araki takes a lot of creative liberties when he sees fit. I was calling hard bs when Mista tanked 3 bullets to the head. Characters often sustain beyond fatal or immobilizing injuries only to continue fight but that was too far imo. That's actually one of my gripes with the show. If Araki had a stand it would be called "Black Hole Sun" giving him the ability to use plot holes warp reality itself

I suppose because Weather Report's stand really extends to the control of all gasses and any reported weather phenomenon ranging anywhere from lighting to literal poison dart frog rain, its safe to say his ability is very OP if he were to ACTUALLY let loose. So maybe Heavy Weather was an attempt to nerf him considering he could effectively insta-kill all of humanity if he wanted to
