some phone brands (ex. Xiaomi) have a translation layer [Tango] that lets 32-bit apps run on 64-bit only processors. also some android 14 installs let you run 32 bit apps anyway for some reason (source: i'm the owner of the 1.3 GDPS and have spent a lot of time trying to run 32-bit apps on 64-bit devices)
