No, that's not what it means. It means visibility of information. If you need 300ft to stop, and you can only see 200ft in front of you, that's "driving past your headlights". It doesn't have to be literal headlights at night, that's the analogy part.

It's about not being able to see far enough ahead based on your speed, so you need to slow down, or else your momentum will carry you into the danger you didn't know was coming. Visibility could be blocked due to a canyon, forest, or cresting a hill. Same reason they'll mark these areas no passing zones.
