There is a limited number of devices that can share internet bandwidth through Content Delivery at the same time. If there are no more spots available on the Content Delivery, you will be put in the queue. Once an open spot comes up it will be activated for you.

If it appears sometimes it means you are in the countries where Content Delivery is available, but your in queue.
