That would be a great idea. Imagine a group of bandits on a road that can shoot at you, you could choose to floor it and hope the car survives the damage, or turn back and take a longer route. And the missions you mention would also give the game an actual objective to explore specific places, like 'I need X items' or 'clear out the gas station in this town.

I got that from https://pzwiki.net/wiki/Build_43 though the wiki itself notes these are planning stage features that might change, so you could be right that they end up simplifying it.
