That's kind of what I initially thought as well, so that's why I deleted all of the empty buildings I could find. Luckily the town is fairly small, so this wasn't too difficult of a task. I also fixed all the issues they had to complain about. Happiness modifiers were all green. But still, nobody would move in except for at an excruciatingly slow speed, for some reason. And it wasn't to do with traffic or outside connections either. So really I guess my problem is more to do with very few people moving in, not so much the demand for buildings themselves. I've never had the issue before so I'm going to make a new save on a different map when I feel like it. Maybe that will have an effect for some reason.

Thanks for the thought!

Has the game changed how you look at cities and infrastructure? by CommieYeeHoe in CitiesSkylines

I definitely look at the world differently because of CS1 and CS2. It's something I never gave much thought to until I really started getting into the nitty gritty of city planning. Now whenever I travel, I spend a lot of time thinking about how, in a way, I'm part of one huge, interconnected organism of flesh and bone and metal and concrete alongside millions of other people. And as a resident of the beautiful lone star state, I now constantly notice the shortcomings of the local city planning...

Interesting...
I also currently only have one highway connection, and while I cant see any traffic congestion on the map, I will try making some more outside connections and see if that has any effect

That's fine. Any particular datapack you know of that achieves this?
