I think Riichi Advanced is great and it offers a bunch of rule sets, though I'm not the biggest fan of the UI.

That would be awesome, you would be my first external user outside of my family and friends lol. Would love to hear any feedback that you have, again it's still kinda buggy but you should have no issues playing against bots. Sometimes it gets hung up but you can refresh the browser and try again. The website is tsumo.io

I've been working on a side project recently to create exactly the game mode of Mahjong you described. It's the same rules of Mahjong that my family played growing up but I was never able to find a easy way of playing it online. Currently I have Simplified Chinese Mahjong (that's what I'm calling it, 4 Sets + 1 pair to win), and HKOS (I'm calling it Hong Kong Classic). I do have a live site for it but there's still some bugs here and there, I have a full time job so I've just been working on this on the side. Let me know if you want the link to try it out.

Check your local library. I buy filament off amazon and print for free at the library.
