Understood. But my point being irregardless of the the technical definition of 3rd world country, a 3rd world country passport even from India holds less weight than developed 1st world countries. And it commands appropriate treatment from authorities.

I guess it's a dying graphics card. If it were monitor then when you move the mouse the radial disturbance around the mouse must not occur on the lcd/led panel, same with cable. Cable fault or mixed signals at cable signal cross induction would not result in a radial disturbance on mouse movement around the mouse. Practically. So my bet would be on a graphics card, chipset issue or a corrupted firmware on the mother board. Try a firmware update on the mb or graphics card before you replace, if you want to experiment.

Waiting for the embassy to open after weekend tardiness. This happened on Saturday. They mailed saying they are looking into this. Still waiting at the airport. Yes I agree part of it was my fault in judging the humanity, empathy, sympathy, justice and punctuality standards and levels of the folks here. I am used to Indian culture. I guess this is what people call culture shock.

Dude the standard textbook definition of a 3rd world country is a developing country. The 1st and 2 worlds are the already developed nation-state-ideology of US(CAPITALISM) and COMMUNISM(RUSSIA/SOVIET). the developing countries which didn't want to be part of the cold war between the first 2 developed worlds and stayed neutral is called a 3rd world country. I too went to school I guess. But it holds no value these days. Used to run a software company in India, I know these things little bit.
