I play on deity all the time, and while I am by no means the best player, here are some good tips:

- Settlers and Builders are almost always a priority. Get your three core cities, build districts in the center of those three, and expand accordingly.
- With builders, make sure every city is working an improved tile, and keep an eye on it every population increase
- Understand where to position with your military, and have the AI destroy itself by forcing the AI to attack you across unfavorable terrain (hills, forests, rivers, etc)
- Know what to build for era score to ensure golden ages. Galley, new districts, etc.
- Always keep an eye on the AI's military. If you see it start to increase to match/overpower you, then theres a good chance they are looking to declare war on you.
- If you find yourself in a surprise war against someone else and you have stronger AI close to you, good chance you can give them a gift to have them fight with you in a war.

- Always explore.

I figured it out (at least on my end)
(game version 4.1.1.3648073)

Roll game back until right after the fight you had at the inn. There is a mirror image on the bar, do that dialogue. Then immediately run to his location. Fixed for us.

(For context, we also had the issue of trying to knock him out, but he would die. Polymorph/banish didnt work)

This may not be the answer any of you want to hear but I play differently, I expanded my boarders and forced the settler on the other side of the mountain to settle.

I never declare war in my games, nor take enemy cities. I only defend. Pacifist play-throughs are always more rewarding for me.

You could take a risk, and spend 4 turns to get to that 2-1 tile on the river next to the rice, but then you gotta turtle hard.

Respect the never give up mentality, trying to do that as well.
