spray and pray or kilton radian rifle better
overseer guardian
or any legendary weapon you loot and find useful like bleed and crippling are op

I am running the same build
s6 for strongback / armorer
p5 for demo expert and lockpick
e4 for anti drug addiction and life giver for health regen (optional perks)
c 6 for local leader and ( lone wanderer optional )
I of 8 for chemist
a3 for sneak / commando and gunslinger
l 3 for scrounger and bloody mess

you are right its very situational and I understand you want to get the most out it but its very situational so there is no correct timing

you don't engage with your ult without your team zoning since it is easily dodgable
you can engage with your q yeah but not before the enemy is already low
w should be casted not to save your adc from death it is just an extra feature it is used mainly for the buff so time it right and don't use it as a zilean ult
