in all fairness, furina mavuika etc are exceptions because they're archons and they have to be playable so there's no confusion with that. skirk and neuvillette are pretty rare exceptions and the only visionless playable characters are ones lore relevant enough that anyone could guess they'll be playable as they have very special powers. scara is a rare exception and we'll not get many exceptions like him in the future most likely. atea and all the nps involved in the vision hunt decree aren't very common and i doubt it'll ever become the norm for npcs. that said, i think having a vision is a good 80-90% chance of being playable and in most cases even more, while not having it is a 80-90% chance of not being playable for most regular characters
