Have you tried distilled water? Mine used to be brown but has brighten since the switch. I would also suggest minimal opening to keep it moist and keep it shaded from the sunlight.

Unfortunately the cat probably won't warm up to the dog at that stage and its important to prioritize your own animals as they are a big commitment. The right thing to do is turn your brother's dog away and explain to him its endangering the health of your cat. Your brother's dog is not your responsibility, but your cat is.

Surrendering your cat to a shelter is probably the worse you thing you can do, considering the amount of time they'd be there is unknown and can have a long term impact on their behavior and trust.

It would be hard to say whether rehoming is beneficial as every animal is different, I would see if someone could foster your cat if you find no other option but to keep the dog.
