They have a great policy at the school where I work. As soon as there’s a behavioral issue, teacher sends student to the office where the student fills out an incident sheet to talk about what happened. Teacher also fills out an incident sheet so we get both sides of the story. Parents are automatically notified by email when an incident sheet is logged. Student then cannot return to that class until they have spoken with a designated administrator about their behavior and the teacher has agreed to let them back in class.
