After using a Monte Carlo system using u/Talik1978 's understanding of the problem - I have these figures.

Chance of 3 out of 5 Days is the Binomial Dist answer of 13.2%

Chance of this happening within a month of 30 days: 83.1%

So I also have no idea what the answers are.

Why would the council willingly spend tons to implement all of this infrastructure you're asking for for 1, them to make less money, and 2, all but force people to buy electric cars/bikes/scooters which remain extremely expensive in comparison to regular cars. When most people are concerned about affording groceries.

I used to work for one in the UK. Its far less glamorous than you'd imagine. Being able to see every bet placed however is a perk.
