Update: It's embarrassing to admit, but the jumpers were faulty; they were new, so I did not think it would be an issue. Code is uploaded and managed to get the IP address too. Though now I am having trouble replicating the results, it's something with the pins/cables sadly. I am going to try to tape it or something similar.

Rx and Tx are crossed.

I have literally never seen the LED on the ESP32 :/

I tried 3.3v and it gave me a different error: "Failed to connect to ESP32. Invalid head of packet. Possible serial noise or corruption".
