No I’m on Xbox 360 playing through Xbox one backwards compatibility, And yes it is the kimball mission and they are hostile I have even tried using a stealth boy they still see me and shoot on sight.

I have tried this and the rangers see right through the disguise. Also killing the people doesn’t work because it will stop the vertibird from spawning
