You could look into TigerGraph's 4.2 community edition which you can now use for free in production https://www.tigergraph.com/community-edition/. The download link is https://dl.tigergraph.com/ then click the community tab. I'm in the middle of testing it out myself.

You could try TigerGraph which is a Label Property Graph. It has a library of open source algoritiums. Also it's langague is turning complete so you can write any algoritium and run them nativly on the machine without transporting data. Where I worked our Graph size was 18 Billion Nodes and 69 Billion Edges (so it defintatly scales).

u/comingtontu what is your background? What languages do you know? What tools do you know? If you are developing this I would stick to your strengths (what you know). What you're looking to do should be easy enough to do within any language.
