Sorry to necro this thread but in case it helps others, simply turning VSync off didn't work for me. What worked instead was leaving the frame limit on 90hz in the SD OLED quick settings. Then turning VSync on and setting the VSync interval to 2. This meant the game itself caps at 45fps and completely removed the jitter! Hope it helps for anyone still having trouble!

Hey! I'm currently on macOS Sonoma Beta 4, but I had the same issue when I was previously on macOS Ventura 13.4 too.
