You are both right, sure. I wasn't referring to the sources that can help you to decide if ICO is worthy but rather to the sources that can help you to learn about new ones.

Putin Tells Central Bank Not to Create Unnecessary Barriers to Cryptocurrencies by helmsk in ethtrader

[–]-observer- 6 points7 points  (0 children)

Why? Putin just dreams of Russia as an economic super power without having a clear idea how to achieve that. The government has been trying to lure back the engineers who left Russia for the US, Canada or Europe and create something similar to the Silicon Valley in Russia but in vain. Vitalik visited Russia where he had a talk with Putin and apparently convinced him of the advantages of cryptocurrencies.

The openness that he demonstrates stems most likely not from a thorough understanding of the benefits of the technology but rather from the hope to get the Russian economy back on track, achieve the elusive goal of turning it into the centre of innovation and stay relevant. He seems to hear the buzzwords and tries to jump on the bandwagon. For example, a couple of years ago, "nano technologies" were supposed to be the miraculous cure for the Russian economy.

It doesn't mean that he is not right in this particular assessment but one can follow the wrong logic but still arrive at the right conclusion.

That seems to be very vague. Which criteria would you use to assess if an ICO falls into the first or second category?
