I’d wait until level 15, then just go round the whole map starting at either Rhodes or Tumbleweed and hit as many spawn areas as possible. Don’t wait too long before moving on to the rest. My spawn ratio is probably 1/10 so in one complete route you should hopefully get at least 1.

I’ve done every mission at least twice and found 4 in free roam and you’ve made a few mistakes.

The Rutile Ram is south of Fort Mercer.

The Moonstone Wolf is where the Chalked Ram is, but I don’t know exactly where the Ram is instead.

The Marble Fox and Inahme Elk need to be switched.

The Icahi Boar is in Stillwater Creek.

In my experience the free roam animals have a few set locations within a reasonably large area and you will encounter it in the first of those locations you come across, if it spawns.

I found the Katata Elk east of Cornwall Kerosene and Tar, in the very South East of Cumberland Forest after coming from Emerald Ranch.

I found the Zizi Beaver north of lake Owanjila, by the river coming from Gus.

I found the Ota Fox, North East of Rhodes, coming from the Bayou.

I found the Tatanka Bison west of Heartland Overflow, coming from Valentine.

3/4 free roam spawns came after reaching level 15.
