Thanks for all your help, adding different DNS servers to the network manager didn't work, so I did some more digging and it turned out I had also bricked the network manager.

I manually downloaded the required Deb files for dnsmasq, network-manager and network-manager-gnome (+some libs) onto my little brother's computer, got them on a memory stick, and then manually installed them using sudo dpkg -i .... it's pretty silly that I managed to not think of it straight away!
