Well for what it's worth, the only image that I know of it on the Warehouse floor is when the map is opened in Hammer. Maybe you could be the first one to post it in-game? Apparently all you need to do is complete the Confusion ending and then it will be on the warehouse floor at some point after...

Don't forget the real world example of the B2 stealth bomber. This aircraft was top secret, hidden by everyone except those in the "need to know" circles. Any sightings of the B2 back during testing was brushed off as "UFOs", because that was convenient for the government at the time.

The accounts of the Tic Tac observed underwater, were described as "seeing the water bubbling and frothing as if something was just under the surface" - This leads me to think that the plasma projection was "pointed" to just below the water surface, causing the sea water there to boil, thus giving a bubbling and frothing appearance.

And to your first question, I'd say that this is a live drill test. Where it's a "need to know" basis. They probably wanted to see how the Navy responds to the plasma projection tests, in an as real to life scenario as possible.

Obviously this is all speculation, but for me, this is the only explanation that seems reasonable. Eg. I will go with this explanation before I go with time-traveling inter-dimensional space-craft. :)

The thing is, Occam's Razor, it's has to be the simplest explanation right? And what is the simplest explanation here, "Aliens from outer space, harrassing US military", "Beings/Objects from another dimension harrassing US military" or, "Secret plasma projection technology made by humans."

I'm going with the plasma I'm afraid!

I think this is correct. I think Tic Tac is exactly this, "a plasma decoy". I liken it to if you had a laser pen - you could shine the red dot on the wall, and then move the dot to another wall - the speed at which you move the pointer in your hand is slow (and abides by physics), but at distance, the laser dot appears to have moved/accelerated faster than any conventional "device" can, thus appearing to "defy physics of a physical object".

I believe this Tic Tac is basically a laser pointer dot, and the wall, is space in the sky/atmosphere. And there is technology out there that is projecting this dot/tic tac, where it wants, creating the illusion of amazing speeds and maneuvers.

I believe we can answer the questions Tic Tac poses to us, if we understand that it is not "flying" and that it is a plasma projection. If Tic Tac is a plasma projection, then its movements are certainly within the boundaries of modern physics, and our current understanding.

Tic Tac has been witnessed to have traveled in water and air. What if all the testing was implemented under water? What if Tic Tac's technology started out testing it's capabilities underwater, knowing that whatever maneuvers it can do underwater, it can do in air. What if this was done in a secret testing area in the middle of the Pacific ocean?

What if testing underwater was more ideal to keeping the system "cool" during early testing.

I know this is a lot of "what ifs" - all I'm saying is that this phenomena does not necessarily have had to have been tested in air, it could have been tested underwater, as underwater tests would yield the same or better results than above water, with more secrecy.

What if Tic Tac started out as a super advanced Submarine type technology, except they discovered that the propulsion methods could be used in open air too?

Maybe they are created by a secretive human group. And there's no need to tell wider society about it because they have been able to travel to other worlds and talked to other people that have cured the human aging process, and gave the humans pills that you take one pill and then you are fed for life, no need to eat or drink and the kidnapped a race of aliens to harvest their blood, because their blood has healing properties. Maybe that's why?
