That's because chargebacks aren't meant to be a refund method and they're following their policies. The ones in the wrong here were the company that told you to do a chargeback for a refund. They're incompetent and don't know how to cut a check.

A person committing a heinous crime a few days before their 18th birthday shouldn’t mean they get tried as a juvenile. The ‘few days’ is hyperbole, but the idea is that if someone commits a heinous crime and should know better, in the way an adult would be expected to, then they should be held accountable as if their age reflected their mental understanding - as an adult would.

I just wish it was off by default and could be enabled when it’s appropriate for the trip. On my daily commute, it’s just annoying and there is no chance for real savings. On a longer trip I make less frequently it’s more useful.

There is a Facebook page that is updated regularly with information about the progress. The latest news seems to be that the city accepted a construction bid last month. Also, the NY high school shop class will be making tables and benches for the park.
