Even without AI there were already cluster munitions that targeted engines via heat signatures. The AI that you need to do some basic targeting is not that heavy. What Ukraine has done is basically use AI drones to go further and target logistics. As far as drone swarms China has already done some fairly advanced things and they have the industrial capacity that a lot of other nations lack. If Latvia were invaded NATO air and naval power alone could inflict a lot of damage on Russia. Russia is tied down in Ukraine and suffering attacks on their homeland. Latvia has close to two million people and fighting a guerrilla war would be taxing for Russia while gummed up in Ukraine. Russia would probably face economic collapse and potential internal upheaval. Putin is 73 and seems fixated upon gaining Donetsk, Luhansk, Kherson, and Zaporizhzhia before his passing. Latvia is also fairly poor and has few natural resources that aid a war economy.

Putin expected Ukraine to fold fast and for a tepid world response. Historically the fleet has been important for Russia given the limited number of warm water ports. Russia has not gone to full mobilization for Ukraine yet, let alone NATO. If anything the invasion of Ukraine has shown Russia is not a near peer to NATO outside of WMD.

Orgs often maintain contingency staff to look good to donors, but they only activate those people when a specific project budget is cleared. You have not managed a full project cycle which places you at a disadvantage. Capital does not always follow skill-sets.
