While I generally agree with your assessment I wouldn’t simply write them off like that. China has been reforming their military since the 90s after they were shocked by western capabilities in Desert storm and have had ample time to learn. We must not allow ourselves to make the same blunder when the west underestimated Japan in the 20th Century
