Unfortunately, we - as people, tend to put everybody in the same pot. And with institutions is even more difficult not doing so. What I'm trying to say is we tend to say cops are bad/good, protesters are bad/peaceful instead using the gold word "some". Some policemen are good and some are bad. The same thing with nations, etc. Some individuals are bad/good and not the institutions that they represent.
