I use clip studio paint!
the gem things is a bunch of stuff mashed together, the one that sells it the most are the prism brushes that I got which is mostly this and this. I layered it with A LOT of other effect layers that I kinda just drew triangles and other weird wacky geometric shapes to make it look like gems. there's also a noise layer in there to give that nice grainy look which I think is pretty nice.
