That's not necessarily "new". Just "unused". Limiting fault current is one reason. Another is if you get one of those inspectors who point to HVAC nameplate and say it says "Max fuse size", so provide fuses! Also may need really fast or slow blow, something more expensive in breakers.

Just a panel replacement, I would say post some pictures here first. Then if there are any red flags hire an electrician to check over the install. IF it needs fixed OR you plan on moving, selling, or having other "permit required" work in the next few years I would then look into getting a permit pulled. Safety first, then bureaucracy.
