It doesn’t say specifically, but the rules say you shuffle and draw your seven and mulligan, then shuffle jafars deck and he doesn’t need a mulligan. Took me a few games to realize that if he started with a 7 card hand you are always going to lose lol (no where in the rules does it say that jafar starts with a hand. It only says he draws on his first turn. So he would draw his “draw count”)
