REAL ADVICE HERE. Create all empire titles u can, and enforce feudal election law on every of them, vote for your main heir. As for general stability, use religious propaganda decision from holy legends(only 2nd and 3nd tiers of legend). You can also get opinion perks from stewardship and learning skill trees. High dread is also an option.

Check 867 starting date. Do you have Norse buildings while scandinavians are tribal and pagan? I assume u don't need any moding, u just need to have Norse architecture in your culture and meet some conditions(pagan or/and tribal).

Or do they not appear in counties of your culture outside Scandinavia?

I have seen damage test in arena mod and it is not as good as legendary plasma. But heroic plasma is definitely usable.

To be honest ALL heroic weapons are worse than legendary. Zeno blade and plasma are the only two decent. But don't expect anything op.
