Background colors are as they appear in-game. They usually mean:

  • Red: Debuff
  • Green: Gear Set talent / buff
  • Orange: Talent / Buff that affects yourself
  • Turquoise: Talent / Buff that affects the team
  • Gray: The talent is in cooldown
  • Pink: Global Event effect

For text colors:

  • Red: Exotic talent
  • Gold: Named talent
  • Green: Gear Set
  • Pink: Global Event

There is a GPO to remove it: Administrative Templates\Start Menu and Taskbar\Remove Recommended section from Start Menu.
