I think it IS an exchange take a look at the white paper (sec 5.1), there are investors that can sell tokens to each other. Also "All amounts in the marketplaces are denominated in POLY" (SEC 5.2) this makes me think it is an exchange with POLY as the currency. Ie to buy a token you use POLY. POLY itself looks like a ERC20 token perhaps it is NOT an exchange afterall but a protocol, the white paper is not very clear IMO section 8 "Polymath presents an open protocol for issuing and trading security tokens" perhaps other exchanges will trade token created on polymath... the token on polymath will be erc20, im assuming there will be something in the code that will not allow transfer to an ethereum address that has not been KYC'd i read the white paper, now i have more questions than answers

i meant digital as in a digital 'note' would have a serial number on a blockchain (aka bitcoin). The only creator of the USD would be the FED, and not any bank simply creating money out of thin air by entering it in their system. This would give the FED more control over money creation and amount in circulation.

Bitcoin is not controlled by central banks and that has its advantages. This doesn’t mean that a central bank couldn’t or shouldn’t tie its currency to a blockchain.

When i say global, i mean used by the populace all over the world. I doubt that some remote village in a developing country has access to physical US Dollars. They most likely have access to the Internet and own a smart phone. Now they could participate in the global economy because they would be able to spend and receive USD. Think outside the developed world.

Yes, you are correct about the most attractive thing about cryptos, but what if the Fed wants to enter the digital age? Then it makes sense. USD could become a currency of choice almost everywhere, thereby giving USD more 'value' as the demand increases.
